NEW DELHI: The government has constituted a 9-member group of ministers (GoM) headed by finance minister Pranab Mukherjee to study whether a standalone law or amendment to Indian Penal Code is required to counter the menace of honour killings dictated by khap panchayats.

PM Manmohan Singh took the decision after several ministers questioned the efficacy of the home ministry drafted bill which proposed slapping of murder charges on all those participating in khap panchayat's decisions to kill couples marrying against social norms.
The notification issued by the government constituting the GoM said it would hold wide-ranging consultations on the need for a law relating to honour killings and khap panchayats. It also said the GoM could invite chief ministers of states concerned to seek their views.
The push for possible amendment of IPC to make honour killings a separate offence and make it distinct and wider from ordinary murder came from the Punjab and Haryana High Court, which in the recent past has been flooded with applications from young couples seeking protection from khap panchayats. The HC said it was time society protected such harassed couples.
